Shalom, my name is Moti Barness. I’m a freelance Import Consultant specializing in preparing securing Import Licenses on behalf of my clients from Israeli Ministry of Transportaion
Licensed as an import agent since 2017, I have extensive experience securing hundreds of different import licenses for industrial machinery, cars, trailers, caravans, and motorhomes, as well as all types of Israeli Importer Licenses.
I do not trade or deal in the machinery or vehicles themselves; I focus exclusively on navigating the complex bureaucracy, specifically preparing official Import Licenses from Ministry of Transportaion.
My Story: Changing the Self Import Law for Israeli Businesses
Thanks to my personal legal battles, businesses in Israel are now legally allowed to self-import machinery, cars, trailers, caravans, and motorhomes for their own business use
In the past, self-importing was strictly restricted to private, non-commercial use. This affected me personally in 2005, when the Ministry of Transportation rejected my request for an import license for a Chevrolet Suburban car, which I needed for my work driving tourists as a licensed Tour Guide. The ministry claimed that by law, self-importation was solely for private use .
Refusing to accept the Ministry of Transportaion interpatetion of the law, I petitioned to the Supreme Court of Israel file 7006/07 , entirely by myself, without a lawyer, and won the case in 2011 . However, the ministry bypassed the court ruling by altering regulations to apply only to vehicles not imported by local official dealerships. I continued my legal battle against the Ministry of Transportation until 2016, when I successfully managed to change the law directly in the Israeli Parliament (The Knesset).
I am incredibly proud to have achieved this as a regular citizen, without any economic or political backing. I believe I won this battle thanks to the military skills, discipline, and spirit taught to me by my father, alongside my experience as an IDF Tank Crew member—having engaged 22 enemy tanks and hundreds of enemy soldiers during the Yom Kippur War in 1973, which made me fearless. I served 8 years in the IDF regular army and over 30 years in the reserves, achieving the rank of Major .
Those intense years in court provided me with a completely new expertise and knowledge I had to learn. Today, as a licensed self-import agent and consultant, I utilize this deep legal and bureaucratic knowledge to provide top-tier import licensing services for my clients
